LCCHS is located in Butha Buthe, ‘Moteng, in a village called Phelandaba. The site is approximately 1800m above sea level. It was developed from the late 1980s, through the 1990s and into the 2000s, under the Lesotho Highlands Development Authority as part of broader infrastructure and heritage initiatives. 

Its establishment was mainly to protect and interpret an important prehistoric, historical and cultural site (rock art, archaeology, and Basotho heritage) and to support tourism and community benefits. This 4-hectare site bears a large sheltered sandstone cave containing archeological deposits and rock art, which amongst other things features the eland (phofu) that birthed the name of the site. 

Apart from the biodiversity conservation, historic and cultural heritage aspects of the site, there are activities available on the site, which are cave touring, cultural heritage exhibition, camping, horse riding, accommodation and a restaurant. 

Amongst other animals and plants existing on the site, the following legally protected plants and animals are also present:
